The Housing Authority of the City of Shreveport (HACS) is working diligently to ensure the safety of our residents and staff in this time of a national health crisis. We are closely monitoring the rapidly changing situation regarding the spread of the COVID-19 virus. In recent days, the World Health Organization designated COVID-19 as a pandemic and a national emergency has been declared.

HACS will be following the guidance from the Department of Housing and Urban Development (HUD) and the Centers for Disease Control and Prevention (CDC).

COVID-19 ACTION PLAN

Effective Monday, March 16, 2020 until further notice all offices will be closed to the public and we will adhere to the following procedures:

Public Housing/Scattered Sites and Maintenance

Applicant Interviews:

  • All in-persons intake appointments are cancelled and all applicants with interviews already scheduled will be mailed an intake packet and be given a phone interview.

Lease Signings for New Residents:

  • All new resident lease signings will be completed by appointment only at the sole discretion of the Housing Authority to ensure resident and employee safety.

Inspections:

  • All routine annual inspections will be postponed until further notice.
  • Emergency inspections will be conducted by staff as needed at the sole discretion of the Housing Authority to ensure resident and employee safety.

Interim/Annual Certifications:

  • Staff will continue to complete interim and annual certifications by mail, email and phone interviews.

Work Orders:

  • Maintenance requests will be accepted via telephone or email. Staff will be available to complete emergency work orders only.

Resident Services:

  • All resident services events are temporarily postponed until further notice.

Housing Choice Voucher Program (Section 8)

Applicant Interviews:

  • All in-persons intake appointments are cancelled and all applicants with interviews already scheduled will be mailed an intake packet and be given a phone interview.

Inspections:

  • All routine annual inspections will be postponed until further notice.
  • Emergency inspections will be conducted by staff as needed at the sole discretion of the Housing Authority to ensure resident and employee safety.
  • New admission inspections will be conducted as long as the unit is vacant (not occupied)

Interim/Annual Certifications:

  • Staff will continue to complete interim and annual certifications by mail, email and phone interviews.

Hearings:

  • All in-persons hearings are cancelled and will be rescheduled for a later date.

Landlord Payments:

  • Housing Assistance Payments (HAP) will be processed as normal.  Some delays may occur.

Notices to Vacate/Unit Transfers:

  • Notices to Vacate/Unit Transfers will not be accepted until further notice.

Portability Requests:

  • Portability Requests will not be accepted until further notice.
