Wilkinson Terrace is the second largest public housing development in the City of Shreveport. In 1993, $4.2 million in renovations of the apartments and landscape was completed. The revitalization of the area has brought new businesses to the surrounding community.

Barret Street Community Park is adjacent to the development and provides residents with an outdoor basketball court, walking track, and baseball diamond.

Wilkinson Terrace is conveniently located near Mall St. Vincent, LSU Health Sciences Center, Shriners Hospital for Children, and many businesses.

Wilkinson Terrace has 162 walk-up apartments. Floor plans range from one- to three-bedroom units. The rent includes water and electricity allowance that is adequate for a particular family size. Electricity usage in excess of the allowance is charged to the tenant. Gas is paid directly to the gas company by the tenant.

A laundromat and gymnasium is located within the main building. Security cameras provide an additional watchful eye insuring safety of residents.

129 single family homes are scattered throughout the residential community of Hollywood Heights. This development is an excellent example of the Housing Authority’s effort to raise the stigma attached to public housing by providing families with housing options. Utilities are the tenant’s responsibility.

The manager’s office is located within the community. An activity room is adjacent the office and provides tenants with a convenient place to gather for meetings and recreational activities. The Hollywood Heights Recreation Center & Park is within walking distance of the homes and provides many activities for families in the community.

Greenwood Terrace Duplex is located approximately one mile from I-20 within a west Shreveport residential community. The 100-unit complex has a two-, three-, and four-bedroom duplex design and caters to small and medium size families. Greenwood Terrace provides residents with affordable housing free from a restrictive apartment environment.

In 1996, a new community center was built. The center houses the manager’s office, and a spacious activity room.

Barton Drive Manor is one of the Housing Authority’s newest developments and is located approximately one mile north of downtown and 0.5 miles south of LA 3132.

Built in 1981, the 100-unit development consist of 46 detached buildings and 27 duplexes. The detached buildings are family units that have a 3-bedroom design. The duplex buildings consist of 30 one-bedroom units and 24 two-bedroom units. All one-bedroom units are reserved for senior citizens and handicapped tenants. The tow-bedroom units are reserved for smaller sized families. Utilities (gas and electric) are the tenant’s responsibility. Each unit has central heat and air.

The development office is centrally located within the complex along with an activity room. Two playgrounds are located on the property. Many businesses, including markets, banks, and restaurants are in walking distance.

Briarwood Village is a small development located approximately 1.5 miles from I-20 and Monkhouse Drive. The 32-unit structure consists of 16 duplexes situated on a cul-de-sac. Each unit has a three-bedroom floor plan and are designated as family units. The cul-de-sac design contributes to its reputation as a quiet and neighbor-friendly community. Tenants are responsible for for all utilities.

The manager’s office is located within the development. Tenant meetings are held at the Briarwood Village Community Center. Tenants of Briarwood Village are eligible to participate in programs offered by any o the other SHA public housing developments.

The Housing Authority of the City of Shreveport continues to pursue its commitment to provide families with high quality homes absent the physical markers of public housing. By purchasing homes located in residential communities, the HACS enables residents to live in a neighborhood setting and still have their rent subsidized.

In 1988, under the 67 Acquisition Program, homes were purchased from the Federal Housing Association (FHA) and private homeowners. An additional 14 homes were purchased in 1990 under the Scattered Sites (LA 2-9) initiative.

All homes purchased under these two programs are designated as single family units. Utilities are the responsibility of the tenant. Tenants are eligible to participate in all programs offered by the HACS.

HOUSING CHOICE VOUCHER PROGRAM

The Shreveport Housing Authority’s Section 8 Rental Assistance Program increases affordable housing choices for low-income households by allowing families to rent privately-owned homes. Unlike the public housing program, which subsidizes the construction and operation of housing developments, the Section 8 Program supplements what individuals can afford to pay for housing in the private market. This approach allows recipients to choose in the private market. This approach allows recipients to choose moderately priced housing based on the type and location that best meets their needs.

Eligible families must select units that meet Housing Authority of the City of Shreveport (HACS) quality standards and the “reasonable” rent guidelines. If HACS approves the selection, then HACS contracts with the owner to make rent subsidy payments on behalf of the family. The Housing Authority of the City of Shreveport (HACS) has the right to reject a lease if the property does not meet the quality standards or the rent is considered unreasonable. Under the Section 8 program, tenants are responsible for the total cost of utilities, rent deposit, and service connection fees.

 

Two types of vouchers are available, tenant-based and project-based. Under the tenant-based voucher program, the Housing Authority of the City of Shreveport (HACS) issues an eligible family a voucher and the family selects a home of choice. If the family moves out of the home, the contract with the owner ends and the family can move with continued assistance to another home. Under the project-based voucher program, HACS enters into an assistance contract with the owner for a specified number of units and for a specified term. HACS refers families from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance. However, they may be eligible for a tenant-based voucher when one becomes available.
